私人物業涉封路封地市民使用公共空間難

近年不少私人物業被揭發以鎖地封路的形式佔用公共空間，企圖將公共空間變成商場或屋苑內的「秘密花園」。記者翻查地政總署網頁內刊載的《地契內要求向公眾提供設施及休憩空間的私人發展項目列表》，發現有私人發展商涉嫌違反地契要求，沒有將公共空間全面對外開放。
